Clarifies that family planning services under Medi-Cal may be delivered through telehealth, including mobile telehealth, according to clinical guidelines, effective immediately.

Requires the Family PACT Program to cover services provided through direct video and telephonic communications or smartphone applications appropriate for remote delivery based on clinical guidelines, beginning January 1, 2020.

Authorizes Family PACT providers to determine program eligibility and enroll clients remotely, beginning January 1, 2020, and requires providers to inform ineligible patients about coverage options through Medi-Cal or Covered California.

Requires the State Department of Health Care Services to develop program policies supporting offsite eligibility determination and enrollment for the Family PACT Program.

Requires the department to seek necessary federal approvals to implement the telehealth and remote enrollment provisions.
