Repeals Section 1203.073 of the Penal Code, which previously allowed probation only in "unusual cases where the interests of justice would best be served" for specified drug offenses.

Narrows Section 1203.07 probation restrictions to apply only to specific offenses involving minors and trafficking of heroin, cocaine, cocaine base, or methamphetamine.

Updates firearm possession restrictions under Section 29820 to reference the revised probation eligibility standards in Section 1203.07.

Requires state reimbursement to local agencies and school districts for costs mandated by this legislation if determined by the Commission on State Mandates.
