Requires the Department of General Services, in consultation with the State Air Resources Board, to update a voluntary state employee commute survey by July 1, 2020, and at least once every 5 years thereafter to include calculations of associated greenhouse gas emissions.

Expands survey scope to include questions about work-related activities that emit greenhouse gases, such as work-related travel (site inspections, meetings, conferences) and equipment operation, plus an open-ended question for unreported activities.

Mandates the Department of General Services and State Air Resources Board to calculate greenhouse gas emissions from survey responses, categorized by employee classifications and titles, and to report findings to the Legislature, Governor, and all state agencies.

Requires the Department of General Services and State Air Resources Board to develop incentives to increase voluntary employee participation in the survey.

Makes survey completion voluntary for state employees and establishes the survey as comprehensive, covering all geographic regions rather than specific areas only.
