Requires the Transportation Agency and Natural Resources Agency to conduct an assessment of the North Coast Railroad Authority by July 1, 2020, to determine the most appropriate way to dissolve the authority and manage its assets and liabilities, prioritizing the southern portion of the rail corridor.

Authorizes the North Coast Railroad Authority to acquire, own, operate, and lease property for purposes of dissolution and asset transfer, with all sales, easements, and leases after August 1, 2018 requiring California Transportation Commission approval.

Requires the North Coast Railroad Authority to cooperate fully with the assessment and provide access to all records, files, documents, accounts, reports, correspondence, and financial affairs to conducting agencies.

Expands the Sonoma-Marin Area Rail Transit District's authority to provide freight service by rail in addition to passenger rail service.

Appropriates $4,000,000 from the Public Transportation Account to the Transportation Agency for allocation to the Sonoma-Marin Area Rail Transit District to acquire freight rights and equipment from Northwestern Pacific Railroad Company, contingent on a signed baseline agreement between the agencies.
