• Department of Transportation must develop a detailed outreach plan by January 1, 2019, to increase procurement opportunities for small businesses, women-owned, minority-owned, disabled veteran, and LGBT-owned enterprises, and achieve minimum 25% certified small business participation in state-funded contracts.

• Department must raise disparity indices for federal Disadvantaged Business Enterprise Program contracts to 100 and implement recommendations from disparity studies, with inspector general oversight to audit outreach efforts and prevent fraud.

• Creates Advance Mitigation Account as a revolving fund to purchase mitigation credits and implement environmental mitigation before transportation projects are constructed, with expenditures reimbursed from project funding.

• Requires apprenticeship program reports to include demographic data on racial, ethnic, and gender makeup of construction trade participants, and establishes preapprenticeship grant program with demographic data collection and annual reporting requirements.

• Allocates 60% of Trade Corridor Enhancement Account funds to projects nominated by regional and local agencies and 40% to Department of Transportation projects, prohibiting funding for fully automated cargo handling equipment.
