Prohibits local educational agencies from including directory information (name, address, telephone number, date of birth) or personal information (address, phone number, date of birth, email address) of pupils or their parents/guardians in governing body meeting minutes if a written request to exclude such information has been submitted to the secretary or clerk of the governing body.

Applies to pupils 18 years of age or older who request exclusion of their own personal information, and to parents or guardians who request exclusion of their minor child's name or their own personal information.

Exceptions allow inclusion of directory and personal information if required by judicial order or federal law.

Applies to charter schools, county offices of education, and school districts and their respective governing bodies.

Does not affect the public's right to access information under any other applicable law; establishes a state-mandated local program with potential reimbursement from the state if costs are determined by the Commission on State Mandates.
