Defines "ultra-filtered milk products" as market milk products created by filtering milk to alter the relative quantities of milk solids (proteins, lactose, minerals) while excluding fat components.

Authorizes the Secretary of Food and Agriculture to establish milk standards for ultra-filtered milk products sold in California.

Requires ultra-filtered milk products to meet all standards and requirements for market milk, except that the percentage of total milk solids (excluding fat) may be reduced by no more than the percentage of lactose removed.

Mandates ultra-filtered milk products be labeled in accordance with federal regulations (Title 21 of the Code of Federal Regulations) and include the term "ultra-filtered" in the product name on the label.

Specifies no state reimbursement is required to local agencies or school districts because costs result from changes to crime definitions and penalties.
