Requires counties to use a void and reissue warrant process for IHSS providers who lost or had damaged uncashed warrants due to natural disasters, with updated mailing address verification in the Case Management Information and Payroll System.

Mandates counties to integrate IHSS recipient needs into emergency plans upon next update, including protocols for expedited assessments, continued service provision during displacement, and addressing unique IHSS recipient needs during natural disasters.

Allows county welfare departments to temporarily adjust IHSS recipients' authorized weekly service hours to accommodate unexpected extraordinary circumstances arising from natural disasters, within their total monthly authorized hours.

Prioritizes funding for IHSS recipients when the Department of Housing and Community Development awards Predevelopment Loan Fund monies for disaster relief housing for low and moderate income persons.

Establishes this act as a state-mandated local program with reimbursement provisions through Part 7 of Division 4 of Title 2 of the Government Code if the Commission on State Mandates determines costs are mandated by the state.
