Requires persons cited for contractor license violations to file a written request for an administrative hearing within 15 days after service of the citation.

Allows cited persons to request an informal citation conference with the chief of the enforcement division (or designee) within 15 days as an alternative to, or in addition to, requesting an administrative hearing.

Mandates that informal citation conferences be held within 60 days of the request, and allows the enforcement chief to affirm, modify, or dismiss the citation at the conference's conclusion.

Permits cited persons to request an administrative hearing within 30 days if they wish to contest a citation that was affirmed or modified at an informal conference.

Specifies that citation conferences are informal proceedings and are not subject to the Administrative Procedure Act.
