Appropriates $7,000,000 annually from the General Fund to the Department of Veterans Affairs for allocation to counties to fund county veterans service officers, effective July 1, 2018.

Defines "workload unit" as a specific claim activity approved by the department and performed by county veterans service officers that is used to allocate subvention funds to counties.

Requires funds to be disbursed on a pro rata basis to counties with established county veterans service officers based on staffing level and workload under a performance-based formula developed by the department.

Maintains requirement that the department annually determine and report to the Department of Finance and Legislature the amount of new federal monetary benefits obtained for veterans attributable to county veterans service officers' assistance.

Declares the act an urgency statute to take effect immediately to ensure uninterrupted continuity of services for veterans and timely processing of benefits claims.
