Increases California Medical Assistance Program (Medi-Cal) appropriation from the Health Care Deposit Fund by $546,000,000, from $17,978,867,000 to $18,524,867,000 for fiscal year 2017-18.

Increases federal trust fund appropriation for Medi-Cal local assistance by $613,000,000, from $54,920,033,000 to $55,533,033,000.

Creates new Healthcare Treatment Fund appropriation of $1,257,166,000 for Medi-Cal benefits funded through Proposition 56 tobacco tax revenues.

Authorizes supplemental provider payments from Proposition 56 funds up to: $50,000,000 for women's health; $325,000,000 for physician services; $140,000,000 for dental services; $27,000,000 for intermediate care facilities for developmentally disabled; and $4,000,000 for HIV/AIDS waiver providers.

Allows Department of Finance to adjust supplemental provider payments by up to $800,000,000 annually on January 10 and May 14 based on state fiscal condition, with 70 percent allocated to physician payments and 30 percent to dental payments.
