Relieves exonerated persons from sex offender registration requirements if they are not otherwise required to register, in addition to existing certificate of rehabilitation provisions.

Requires Department of Corrections and Rehabilitation to offer transitional services (housing, job training, mental health services) within the first week of exoneration and again within 30 days, continuing for 6 months to 1 year.

Mandates assistance with enrollment in Medi-Cal, CalFresh, federal supplemental security income, and state supplemental programs, plus referral to Employment Development Department and workforce services.

Provides $1,000 payment to each exonerated person upon release from appropriated funds.

Gives exonerated persons ineligible for CalFresh priority access to federal CalFresh exemptions; requires State Department of Social Services to provide county guidance on this requirement.
