Ratifies five new tribal-state gaming compacts executed in August 2018 between California and the La Jolla Band of Luiseño Indians, Mechoopda Indian Tribe of Chico Rancheria, San Pasqual Band of Mission Indians, Torres-Martinez Desert Cahuilla Indians, and Twenty-Nine Palms Band of Mission Indians.

Ratifies amendments to gaming compacts with the Dry Creek Rancheria Band of Pomo Indians and Karuk Tribe, both executed on August 1, 2018.

Exempts the execution of these compacts, amendments, and related intergovernmental agreements with local and state agencies from California Environmental Quality Act (CEQA) review requirements in deference to tribal sovereignty.

Excludes on-reservation impacts of compact compliance from CEQA project requirements.

Takes effect immediately as an urgency statute to promote economic development and stability for the affected Indian tribes.
