SB 1054 Summary

• Authorizes the City and County of San Francisco to contract with an existing not-for-profit entity to provide pretrial assessment services until January 1, 2023, as an exception to the requirement that services be performed by public employees, allowing time to transition employees to public employment.

• Expands the list of persons ineligible for release by Pretrial Assessment Services to include all persons convicted of sex crimes and offenses subject to the Sex Offender Registration Act, in addition to tier 2 and tier 3 sex offenders.

• Becomes operative on October 1, 2019, and is contingent upon Senate Bill 10 of the 2017-18 Regular Session becoming operative.

• Requires the state to reimburse local agencies for any costs mandated by this act, as determined by the Commission on State Mandates, pursuant to existing statutory procedures.
