Amends the Budget Act of 2016 by adjusting appropriations for three major budget items totaling over $7.5 billion for the 2016-17 fiscal year.

Allocates $427,172,000 from the State Highway Account to Riverside County Transportation Efficiency Corridor projects, including funding for the 91 Toll Connector, Hamner Bridge Widening, McKinley Grade Separation, Jurupa Road Grade Separation, and Interstate 15/Limonite Interchange, with funds available until June 30, 2023.

Adjusts special education funding for K-12 schools to $3,192,627,000, supporting programs for individuals with exceptional needs including special education instruction, early intervention, and related services.

Modifies California Community Colleges funding to $3,919,453,000 across 23 budget schedules, covering apportionments, student support services, workforce development, technology infrastructure, and facility maintenance.

Takes effect immediately as a budget bill per the California Constitution.
