Establishes a regional climate collaborative program administered by the Strategic Growth Council to help under-resourced communities access state and federal grant funding for climate change mitigation and adaptation projects, operating until October 1, 2029.

Requires the council to select and award annual grants to regional collaboratives composed of community-based organizations, nonprofits, local government agencies, and other stakeholders to provide capacity building and technical assistance to disadvantaged communities.

Mandates collaboratives conduct outreach, convene stakeholders, develop community climate action plans, provide grant writing support, coordinate technical assistance, and help develop job training and anti-displacement programs.

Requires collaboratives to submit annual reports to the council detailing membership, populations served, activities conducted, grant outcomes, and project completion rates, with reports posted publicly and provided to legislature.

Mandates the council develop technical assistance guidelines by July 1, 2020 that state agencies may use to standardize and improve technical support delivery to under-resourced communities seeking climate funding; exempts all provisions from the Administrative Procedure Act.
