Authorizes state cooperation on the Napa River Flood Control Project in Napa County based on federal recommendations and the Flood Control Act of 1965 (Public Law 89-298)

Limits state share of nonfederal project costs to only those expenses incurred on or after October 27, 1965, the date Congress authorized the project

Establishes state funding at 75 percent of land acquisition costs and 90 percent of relocation/reconstruction costs for project improvements, with local agencies paying the remaining 25 percent and 10 percent respectively

Authorizes state Flood Control Subventions Program funding to complete incomplete project portions within authorized boundaries when federal funds are unavailable, capped at the equivalent state share if federal funding were available

Allows the local agency to receive credit for lands acquired within five years before federal authorization and authorizes state loans to cover the local portion of land costs, repayable over 10 years at current state investment account rates
