Requires the Office of Emergency Services to include evaluation of risks from electromagnetic pulse attacks, geomagnetic storm events, and other potential causes of long-term electrical outages in the next update of the State Hazard Mitigation Plan.

Mandates the plan identify cost-effective and feasible measures to reduce risks from these hazards, including hardening critical infrastructure of electrical utilities.

Plan update must comply with federal Disaster Mitigation Act of 2000 requirements and incorporate findings into hazard identification and risk analysis.

Does not limit the authority or responsibilities of the Public Utilities Commission regarding disaster and emergency preparedness plans under California Public Utilities Code Section 768.6.
