Amends the Budget Act of 2017 by modifying appropriations across 22 budget items and adding 4 new items for various state departments and programs for the 2017-18 fiscal year.

Includes appropriations for emergency disaster recovery ($67.5 million), cannabis regulation across multiple agencies ($75.6 million total), and education programs including community colleges ($4.1 billion) and preschool ($1.1 billion).

Establishes a $100.7 million loan from the General Fund to the Marijuana Control Fund, repayable by June 30, 2019, with automatic augmentation based on cannabis regulatory spending.

Allocates $8 million for drinking water and sanitation infrastructure in economically disadvantaged communities and $6 million for tree mortality emergency relief to local agencies in affected counties.

Declares 47 related bills (AB 99-131, SB 83-116) as other appropriations bills within the meaning of the California Constitution and takes effect immediately.
