Extends the deadline for foster care providers to obtain resource family approval from December 31, 2019, to December 31, 2020, and extends the operation of current certifications, licenses, and approvals until that later date.

Allows applicants who withdraw a resource family application before approval or denial to resubmit the application within 12 months.

Requires permanency assessments for children placed on an emergency basis with resource family applicants to be completed within 90 days of application, unless good cause exists, with counties documenting extenuating circumstances for delays.

Requires the same safety assessment and criminal records clearance for relatives receiving child placement following a disposition hearing as are required for emergency placements.

Makes foster care placements made prior to January 1, 2021, eligible for Aid to Families with Dependent Children-Foster Care payments, Emergency Child Care Bridge Program for Foster Children payments, and respite care.
