SB 1090 Summary

• Requires the Public Utilities Commission to approve full funding for the community impact mitigation settlement and employee retention program proposed by PG&E in Application 16-08-006 for the Diablo Canyon nuclear powerplant retirement.

• Mandates that integrated resource plans avoid any increase in greenhouse gas emissions resulting from the retirement of Diablo Canyon Units 1 and 2.

• Establishes an expedited advice letter process for approval and implementation of the community impact mitigation settlement and employee retention program.

• Finds that a special law is necessary because Diablo Canyon is California's last operating nuclear powerplant, and prior experience with the sudden San Onofre closure demonstrated the need for planned community and workforce protections.

• Approved by Governor on September 19, 2018; declares no local reimbursement is required under the California Constitution.
