Appropriates remaining unallocated funds from the Clean Energy Job Creation Fund (as of March 1, 2018) for school district energy efficiency projects: $75 million for schoolbus retrofit/replacement, $100 million for low-interest loans, and remaining funds for grants to local educational agencies.

Establishes the Clean Energy Job Creation Program beginning in the 2018–19 fiscal year to fund energy efficiency and clean energy projects at public schools and community colleges, with 11% of funds allocated to community college districts and 89% to local educational agencies based on average daily attendance and student poverty rates.

Extends the Citizens Oversight Board's operation indefinitely to monitor program effectiveness, requiring annual reports on project expenditures, energy savings, employment impacts, and cost-benefit analysis to the Legislature and public.

Requires recipients of funds to submit project reports containing energy savings data, employment information, and project costs within 12-15 months of project completion, and authorizes the Energy Commission to access utility usage records for evaluation.

Imposes operational requirements on all funded projects including cost-effectiveness verification, contracts specifying project costs and savings, audit requirements, and limits program overhead to 4% of total funding.
