Prohibits licensed dealers from selling or transferring any firearm to persons under 21 years of age, with limited exemptions for active and honorably discharged military members and law enforcement officers who are at least 18 years old.

Requires applicants to be at least 21 years of age to obtain a serial number for manufacturing or assembling any firearm, except applicants aged 18-20 could obtain serial numbers for non-handgun firearms if applications were submitted before February 1, 2019.

Maintains existing exemptions allowing 18-year-olds with valid hunting licenses to purchase non-handgun firearms from licensed dealers.

Requires Department of Justice to grant or deny firearm manufacturing/assembly applications within 15 calendar days and to provide written notification of denial reasons to applicants.

Exempts the state from reimbursing local agencies for enforcement costs as the bill only modifies existing criminal penalties rather than creating entirely new mandated programs.
