Mental Health Services Oversight and Accountability Commission must establish by January 1, 2020 statewide objectives (ideally no more than five) for prevention, early intervention, treatment of mental illness, promotion of mental health and well-being, and innovation as a strategy for transformational change.

Commission shall establish corresponding metrics for each objective to allow the public to understand progress toward those objectives and review them at least every five years.

Commission shall establish strategies for collecting and monitoring metrics, provide technical assistance and evaluation support, and review existing oversight requirements to streamline them and reduce costs.

Beginning January 1, 2021, counties must annually submit reports documenting progress toward statewide objectives using established metrics, or provide data requested by the commission; counties may use Mental Health Services Act funds to comply with these requirements.

Counties are not required to allocate mental health funding based on the statewide objectives, which are intended to work with locally and regionally established goals.
