Authorizes the State Department of Health Care Services to seek waivers of federal Medicaid requirements, including demonstration projects to increase Medi-Cal beneficiaries or enhance medical assistance provided to beneficiaries.

Requires any waivers offering nonmedical benefits (such as employment or housing assistance) to make those benefits voluntary rather than conditions of receiving medical assistance.

Mandates the department provide public notice and comment periods pursuant to federal regulations (42 CFR Section 431.408, effective April 27, 2012) before applying for or extending federal waivers.

Establishes legislative findings that the Medi-Cal program goal is providing comprehensive health care to low-income Californians who cannot afford it.
