Requires physicians and surgeons licensed on or after January 1, 2019 to complete mandatory continuing education on risks of addiction associated with Schedule II drugs, in addition to existing pain management and end-of-life care requirements

Mandates that pharmacies and practitioners dispensing opioids for outpatient use display a warning label stating "Caution: Opioid. Risk of overdose and addiction" on prescription containers

Requires prescribers to discuss addiction risks, overdose dangers, and drug interaction warnings with minors (or their parents/guardians) before issuing a first opioid prescription in a course of treatment

Expands continuing education requirements on opioid addiction risks for dentists, osteopathic physicians, optometrists, nurse practitioners, certified nurse-midwives, and physician assistants

Requires school districts, charter schools, private schools, and youth sports organizations to annually distribute the CDC's Opioid Factsheet for Patients to athletes, with signed acknowledgment required before participation
