Delays the repeal of restrictions on regional center purchase of respite services until January 1, 2018, allowing regional centers to continue limiting out-of-home respite to 21 days per fiscal year and in-home respite to 90 hours per quarter.

Appropriates $100,000 from the Federal Trust Fund to the State Department of Developmental Services for community respite services implementation through June 30, 2020.

Authorizes exemptions to the 66-hour workweek limit for providers of the Nursing Facility/Acute Hospital Transition and Diversion Waiver and In-Home Operations Waiver, allowing providers to work up to 12 hours per day and 360 hours per month if specific conditions are met.

Requires automatic exemptions for providers enrolled in either waiver as of January 31, 2016, whose medical or behavioral needs require a specific provider; later enrollees must have exemptions granted on a case-by-case basis.

Requires the Department of Health Care Services to record and post exemption requests and approvals online every three months.
