Requires the Department of Housing and Community Development to sponsor a housing supportive services specialized license plate program through the DMV.

Establishes the Housing Supportive Services Account within the Specialized License Plate Fund to receive fees from the new license plates, with funds used to support the Housing for a Healthy California program.

Allows the housing supportive services license plate to include a hashtag symbol (#) within the alpha-numeric sequence, distinct from other specialized license plates.

Permits applicants to request a custom character sequence that includes the hashtag symbol on their housing supportive services license plate.

Requires the DMV to coordinate with the California Highway Patrol and Prison Industry Authority to design the final shape and dimensions of the hashtag symbol for these plates.
