Authorizes the Mental Health Services Oversight and Accountability Commission to establish a framework and voluntary standard for mental health in the workplace.

The workplace standard aims to reduce mental health stigma and increase awareness among the public, employees, and employers of the Mental Health Services Act's recovery goals.

Provides guidance to California employers on implementing strategies and programs to support employee mental health and wellness, as determined by the commission.

Requires the commission to consult with the Labor and Workforce Development Agency or its designee when developing the standard.
