Amends Section 75230 of the Public Resources Code to modify requirements for the Low Carbon Transit Operations Program, which provides operating and capital assistance to transit agencies to reduce greenhouse gas emissions.

Waives the requirement that recipient transit agencies serving disadvantaged communities expend at least 50% of funding on projects directly benefiting those communities if funds are used for new or expanded transit service connecting to disadvantaged or low-income communities, transit fare subsidies and fare integration technology, or zero-emission transit buses and infrastructure.

Requires recipient transit agencies to demonstrate that expenditures reduce greenhouse gas emissions, do not supplant other funding sources, and meet specified criteria including enhanced transit services, increased transit mode share, and zero-emission bus purchases.

Establishes guidelines developed by the Department of Transportation and State Air Resources Board to define methodologies for demonstrating compliance; allows agencies to retain unused funding for up to four years, loan funding to other agencies, and reassign savings to other eligible expenditures.

Expands existing audit requirements under the Transportation Development Act to verify receipt and appropriate expenditure of program funds, with audit copies transmitted to the Department of Transportation for legislative and controller review.
