Exempts cannabis possession felony convictions from disqualifying applicants for California Gambling Control Commission licenses if the conduct would not be a felony or misdemeanor under current California law.

Modifies compulsory interest arbitration procedures for public employee union access to new employee orientations by requiring arbitrator selection to commence within 14 days of demand and reducing arbitration completion timeline to 30 days.

Permits retired county employees to serve as elective officers without reinstatement, with suspension of the portion of retirement allowance based on service in that office during incumbency.

Appropriates $2,625,000 to reimburse local fire departments for activities supporting Nevada during the October 2016 Little Valley Fire.
