Adds the Arroyo Seco as a required waterway for the Upper Los Angeles River and Tributaries Working Group to include in its revitalization plan and watershed education programs.

Authorizes the working group to include representatives from the Cities of La Cañada Flintridge, Pasadena, and South Pasadena, and allows appointed representatives to designate alternates.

Extends the deadline for the working group to develop the revitalization plan from March 1, 2019 to June 30, 2020, with submission of the plan to legislative committees required by the same date.

Extends the deadline for the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy and Santa Monica Mountains Conservancy to develop a river ranger program plan from June 30, 2018 to March 30, 2019.

Takes effect immediately as an urgency statute.
