Authorizes school governing boards to adopt policies allowing parents or guardians to possess and administer medicinal cannabis (non-smokeable or vapeable forms) to qualified student patients at school sites.

Requires policies to include: parent/guardian sign-in, valid medical recommendation on file, removal of cannabis from school after administration, and administration methods that do not disrupt education or expose other students.

Establishes that pupil records related to medicinal cannabis administration are confidential, used only for that purpose, not open to public inspection, and not disclosable except by court order.

Allows school districts to rescind the policy at any time for any reason, including if federal funding is at risk.

Clarifies that school staff are not required to administer medicinal cannabis.
