Allows recipients to consent to and revoke consent for electronic delivery of documents by email, in addition to written consent methods previously required.

Reduces the notice period for proposed rule changes from 30 days to 28 days before implementation, except for emergency rule changes addressing imminent threats to public health, safety, or substantial economic loss.

Establishes grounds for mandatory disqualification of board candidates, including non-membership at time of nomination and felony convictions involving bribery, embezzlement, extortion, theft, or perjury within the past 20 years.

Allows director nominees to be elected by acclamation when the number of nominees does not exceed vacant board positions, subject to specific requirements including individual notice 30 days prior to nomination close and a 28-day waiting period before board resolution adoption.

Requires an additional 21-day nomination period after acclamation resolution introduction, allowing members to submit additional candidates and trigger a contested election if the total exceeds available positions.
