Deletes explicit language authorizing electrical and gas corporations to recover program costs in rates for energy efficiency incentives and rebates.

Establishes new procedures effective July 1, 2019 for custom energy efficiency projects serving industrial, agricultural, commercial, residential, and public sector customers, requiring PUC authorization of financial incentives and technical assistance based on nationally recognized measurement and verification standards.

Requires PUC to develop and maintain statewide eligibility criteria and metrics for custom projects with prospective application, uniform consistency across utilities, and mandatory public review periods of at least 30 days before adoption or revision.

Mandates PUC to review selected project applications within 30 business days and provide specific written determinations on rejections or modifications; projects not reviewed within specified timeframes are deemed approved and may proceed under utility review.

Requires utilities to maintain custom measure project archives and allows utilities to base incentive payments on postinstallation measurement and verification results for non-reviewed projects, with PUC retaining authority to conduct postinstallation reviews.
