Effective January 1, 2020, revises Vehicle Code Section 21453 to separately address right turns and left turns from one-way streets at red lights, requiring drivers to stop before turning and yield to pedestrians and vehicles.

Eliminates the current $100 fine specifically for red light violations and instead applies general Vehicle Code infraction penalties (up to $100) to right turn and one-way street left turn violations at red lights.

Updates Section 21971 to include violations of the new subdivisions (b) and (e) of Section 21453 when they cause bodily injury, making such violations punishable as infractions under Section 42001.18.

Includes legislative findings stating that the measure does not legalize rolling right turns but merely reduces the penalty for this illegal driving maneuver, and emphasizes the importance of pedestrian safety.

Repeals and recasts current Section 21453 and related provisions, with new versions becoming operative January 1, 2020.
