Requires the Public Utilities Commission to continue the Family Electric Rate Assistance (FERA) program for the state's three largest electrical corporations serving eligible residential customers

Establishes an 18% line-item discount applied to bills for households of three or more persons with annual gross income between 200% and 250% of federal poverty guideline levels

Authorizes the three largest electrical corporations to increase and expand marketing and outreach efforts beyond those in effect as of December 31, 2018, to increase program participation

Exempts the state from reimbursement obligations under the California Constitution because any costs result from creating a new crime related to violations of the Public Utilities Act
