Requires licensed health care facilities (general acute care hospitals, acute psychiatric hospitals, skilled nursing facilities, intermediate care facilities, special hospitals, and nursing facilities) to make available wholesome plant-based meals that meet patients' needs in accordance with physicians' orders.

Exempts violations of the plant-based meal requirement from criminal sanctions that would otherwise apply to health care facility violations.

Requires the Department of Corrections and Rehabilitation to provide plant-based meals to prison inmates as part of food variety conducive to good health.

Mandates the Department of Corrections and Rehabilitation develop a plan to provide plant-based meals on an overall cost-neutral basis.

Defines "plant-based meals" as entire meals containing no animal products or byproducts, including meat, poultry, fish, dairy, or eggs.
