• Updates child care fee schedule calculations to use most recent census data on state median family income, with Department of Finance providing updated data by March 1 annually instead of May 1.

• Reduces Middle Class Scholarship Program appropriation for 2017–18 fiscal year from $117 million to $96 million, with $117 million restored for 2018–19 and subsequent years.

• Expands Community College Completion Grant Program eligibility to include students on track for baccalaureate degrees and changes maximum annual grant from $2,000 to $1,000 per semester or quarterly equivalent.

• Revises Every Kid Counts college savings program to incentivize family participation in qualified tuition programs and require the Scholarshare Investment Board to exchange financial information with the Franchise Tax Board for income verification.

• Authorizes University of California to use economic development funds for research and development of new energy technologies and storage, and extends California-Grown Fresh School Meals Grant Program reporting requirements through September 30, 2020.
