Authorizes enhanced infrastructure financing districts to finance ongoing or capitalized maintenance costs for public capital facilities financed in whole or in part by the district.

Prohibits districts from using bond proceeds to finance any type of maintenance work.

Allows districts to finance broadband Internet access service acquisition, construction, or improvement, with ability to transfer management to authorized local agencies.

Maintains existing prohibition on districts financing costs of ongoing operations or providing services of any kind.

Contains conditional operative provisions coordinating with Assembly Bill 1999 and Senate Bill 1078 to avoid conflicting amendments to the same statute.
