Amends Penal Code Section 2601 to clarify that prisoners retain the right to correspond confidentially with members of the State Bar or holders of public office, with prison authorities authorized to inspect incoming mail for contraband.

Authorizes prison authorities to open and inspect outgoing mail from inmates for purposes of enforcing restraining orders or protective orders against those inmates.

Prohibits prison authorities from opening or inspecting outgoing confidential correspondence between prisoners and their attorneys.

Maintains existing prisoner civil rights including the right to inherit and own property, purchase and read newspapers and books, initiate civil actions, marry, create powers of appointment, and make wills.
