SB 115 Summary

• Clarifies mediation requirements for In-Home Supportive Services (IHSS) labor disputes, requiring mandatory mediation if public authorities or nonprofit consortiums and employee organizations fail to reach bargaining agreements by January 1, 2018.

• Appropriates $20,000,000 to the State Department of Social Services in fiscal year 2017–18 for immigration services funding to assist clients involved in or applying for federal Deferred Action for Childhood Arrivals (DACA) status through existing contracted entities.

• Modifies skilled nursing facility supplemental payment program eligibility for fiscal years 2017–18 and 2018–19 to allow facilities to remain eligible based on nursing hours requirements; beginning in 2019–20, allows waivered facilities to remain eligible based on previously applicable nursing hour standards.

• Allocates $5,400,000 in General Fund moneys to the City of San Jose to assist homeless and low-income individuals displaced by February 2017 Coyote Creek flooding, with quarterly reporting requirements.

• Revises caseload growth calculations for the Sales Tax Growth Account to exclude certain IHSS maintenance of effort baseline costs and include offsetting revenues in the growth determination methodology, commencing with the 2017–18 fiscal year.
