CA SB1151

Authorizes the County of San Diego or any city in the county to establish a neighborhood electric vehicle (NEV) transportation plan until January 1, 2029, to facilitate sustainable transportation and reduce vehicle emissions.

Requires NEV transportation plans to include route selection, parking facilities, charging stations, signage, community involvement, and three classes of NEV routes (completely separate, separately striped, or shared use roads).

Mandates that adopted NEV plans establish minimum design criteria, safety equipment requirements, operator licensing standards, and restrict NEV operation to identified routes with specified safety equipment.

Requires entities adopting an NEV plan to consult with the San Diego Association of Governments (SANDAG), Department of Transportation, Highway Patrol, and local law enforcement, and submit a report to the Legislature within 2 years of plan adoption.

Makes operation of an NEV in violation of plan restrictions an infraction punishable by a fine not exceeding $100.
