Authorizes proponents of county, municipal, or district initiatives to withdraw their initiative at any time before the 88th day before the election, regardless of whether the petition has already been deemed sufficient by the elections official

Adds identical withdrawal provisions to three sections of the Elections Code (Sections 9118.5, 9215.5, and 9311) covering different types of local initiatives

Establishes this as a state-mandated local program, imposing associated duties on local elections officials

Requires the state to reimburse local agencies and school districts for any costs the Commission on State Mandates determines are mandated by this act, pursuant to existing reimbursement procedures
