Repeals Section 116.550 of the Code of Civil Procedure, which previously excluded small claims proceedings from court interpreter certification requirements.

Extends the requirement for certified court interpreters to small claims proceedings, making interpreters in those proceedings subject to the same certification standards as other court proceedings.

Removes authorization for small claims courts to permit non-attorney individuals to assist parties who do not speak sufficient English, eliminating the previous alternative assistance provision.

Eliminates the requirement for small claims courts to maintain lists of available interpreters and postpone hearings to allow parties to obtain non-attorney assistance when certified interpreters are unavailable.
