Increases initial issuance fees for "Have a Heart, Be a Star, Help Our Kids" specialized license plates from $50 to $98 for applicant-selected character sequences and from $20 to $50 for department-assigned sequences.

Reallocates fund distribution for revenues collected on and after January 1, 2019: 20% to State Department of Social Services for child day care licensing administration, 20% to Emergency Medical Services Authority for child care licensee training support, 25% to State Department of Social Services for child abuse prevention, and 35% to State Department of Public Health for child health and safety programs.

Adds pedestrian safety, sleep suffocation, and sports-related concussions to the list of child health and safety concerns eligible for funding from the Child Health and Safety Fund.

Requires continued allocation of funds collected before January 1, 2019 according to previous distribution formulas until those funds are exhausted.
