Makes it a misdemeanor to enter a gaming facility on Indian lands of a federally recognized Indian tribe after receiving a written order of exclusion from the designated tribal government agency.

Requires tribes to obtain a decision from the Tribal Labor Panel stating that an order of exclusion does not conflict with the tribal labor relations ordinance or applicable labor contract before excluding labor organizations, their representatives, or eligible employees engaged in lawful labor activity.

Authorizes federally recognized Indian tribes to enter into agreements with law enforcement agencies to enforce orders of exclusion.

Defines "gaming facility" by reference to each tribal-state gaming compact and "Indian lands" by reference to federal law (18 U.S.C. Section 1151).

Specifies that no state reimbursement is required because costs arise from creating a new crime or changing crime penalties under Government Code Section 17556.
