Authorizes Riverside and San Bernardino Counties to develop and implement the Inland Empire Rural Crime Prevention Program based on existing Central Valley and Central Coast rural crime prevention programs.

Requires participating counties to form a regional task force including the county agricultural commissioner, district attorney, sheriff, and property owner groups to develop crime prevention techniques and encourage timely crime reporting.

Task force may develop rural crime reporting systems, computer software, communication technology, and a uniform database for collecting agricultural crime data across counties.

Allocates funds appropriated by the Legislature equally between Riverside and San Bernardino Counties for program administration and operation.

Declares the act as an urgency statute to take effect immediately due to daily losses from theft in Inland Empire agricultural communities.
