Removes the requirement that prepackaged spirits sold by craft distillers at their premises be limited to consumers attending tastings, allowing sales of up to 2.25 liters per day per consumer.

Extends existing privileges to craft distillers including: conducting instructional tasting events for consumers, serving at trade association conventions, providing instruction to licensees, and donating or selling beverages to qualified nonprofits.

Makes craft distillers subject to labeling requirements for delivering undenatured ethyl alcohol or distilled spirits in packages exceeding one gallon for commercial use.

Contains clarifying language that the three-tier regulatory system (separation of manufacturing, wholesale, and retail interests) remains the primary mechanism for regulating distilled spirits distribution.
