Requires contracting agencies that fail to make employer contributions to the Public Employees' Retirement System (PERS) and fail to cure the delinquency within 7 days to notify affected members, retired members, and beneficiaries by mail within 30 days of the payment becoming delinquent.

Mandates the PERS board provide contracting agencies with contact information for members and beneficiaries in an open, machine-readable format for purposes of delivering delinquency notices.

Requires contracting agencies to send written notice within 14 days of receiving contact information, including the cause of the delinquency and how and when it will be satisfied.

Shields contracting agencies from liability for failure to provide notice if the contact information provided by the PERS board is incomplete or incorrect.
